Watford is one of the busiest test centres in the country, with well over ten thousand car tests a year, and one of the few whose pass rate is moving the wrong way. It has dropped six points since 2021 and now ranks near the bottom of the East of England. The centre is at CP House on Otterspool Way, on the industrial strip at the northern edge of the town. There is no dual carriageway on a Watford test and no A-road tagged in the area around the centre, which is unusual for a town this close to the edge of London. Sixty-five per cent of the roads nearby are 30 mph. What replaces the fast driving is roundabouts, and a great many of them.
Twenty-seven mini-roundabouts sit within two and a half kilometres, alongside named ones at Hartspring, Wall Hall Drive, Orphanage Road and the North Orbital Road. The practice loops on this page carry between three and ten roundabouts each. Two of the five run their main stretch along Radlett Road, which links the centre to the estates south and east and strings several together.
Mini-roundabouts produce most of the marks. They are painted circles at ordinary junctions, and the two habits that cost candidates are treating them as give-way lines with no signal for the exit, and cutting straight over the paint because nothing is coming. Neither is forgiven for being safe on the day.
The rest is junction work. One loop holds fourteen right turns, and with 72 sets of traffic signals in the area a good share of the turns are controlled. Otterspool Way, North Western Avenue and Hartspring Lane carry the busier ones, Aldenham Road and Little Bushey Lane the quieter.
Thirty-five schools sit in the area and that is where most of the low limits are. Twenty-two per cent of the roads tagged nearby are 20 mph, so the transitions matter, but this is fundamentally a 30 mph test with a roundabout every few hundred metres and no long stretch on which to settle.

Test day at Watford
The centre is at CP House on Otterspool Way, on the industrial strip north of the town. It is an office building, so look for the building name rather than a DVSA frontage visible from the road.
Car tests are conducted here along with ADI part 3. DVSA's note says it will make arrangements for candidates with a disability, but nothing is published about step-free entry or the layout inside, so ring the centre if you need either confirmed before the day.
Parking is not published. Buildings on an industrial road of this kind usually have a car park shared with the other tenants, which is typical rather than certain here. Given how many tests run through here, expect other candidates and instructors in it, so arrive earlier than you would at a smaller centre.
Watford North station is about two kilometres away, a walk of over twenty minutes, and most candidates arrive with an instructor.
The examiner calls you by name, checks your licence and asks you to sign the declaration confirming the car is insured for the test. The eyesight check is done outside on Otterspool Way. Tests are booked, moved and cancelled only through GOV.UK. Waits have lengthened to around fifteen weeks, longer than at St Albans or Borehamwood, so check both before settling on a date.
