Cowley is a test of two speeds. Four in five tagged roads within a couple of miles of the centre are 20 mph, because Oxford put most of its residential streets down to that limit, and Hollow Way, Dene Road and the Wood Farm streets are all part of it. But one road in sixteen nearby is a 50, and the Eastern By-pass runs along the edge of the area. A loop can take you from a 20 mph street with mini-roundabouts onto a road where the traffic is doing 50, and back again inside a few minutes. That transition is where most of the faults here are collected. The pass rate has been steady for several years and sits close to the national average, though it is one of the lower ones in the South East.

Hollow Way runs through three of the five practice loops on this page. It is the road to know: a residential through route at 20 mph with side turnings, parked cars and pedestrians who cross without much warning. Holding an accurate 20 along it, without drifting up to 25 on the clear stretches, is the most repeatable mark on offer here.

There are 22 mini-roundabouts within a couple of miles of the centre. That is a lot for an area this size, and at 20 mph they come round quickly. The rule does not change with the limit: give way to the right, keep your speed low enough to stop, and signal for the exit. The Slade, Horspath Road and Dene Road all carry them.

Then there is the other half of the test. Roughly one road in sixteen nearby carries a 50 mph limit, chiefly the Eastern By-pass Road along the edge of the area, with Garsington Road and Horspath Driftway feeding it. Coming off a 20 mph residential street onto a 50 asks for a decisive change of pace, and going back the other way asks for the speed to be gone before the sign rather than after it. Both directions produce faults.

Thirty schools sit inside the same radius, which is a high number for a residential area of this size, and the streets around Wood Farm Road fill with parked cars and children in the afternoon. Three of the five loops include a single named roundabout and the other two include none at all, so this is a junction and speed-limit test far more than a roundabout one.

Test day at Oxford

The centre is on James Wolfe Road in Cowley, on the eastern side of the city near the industrial estates. It is a plain unit rather than a landmark, so know the road before you drive it.

DVSA lists car tests and ADI part 2 here. There is no ADI part 3, no motorcycle and no lorry testing, which keeps the centre smaller than its city would suggest.

Nothing is published about accessibility, parking or waiting facilities at Cowley. On a unit of this kind there is normally limited candidate parking and a small waiting area inside, which is typical rather than confirmed. If you use a wheelchair or need a step-free entrance, ring the centre before the day.

Waits are short. Candidates tested in July 2026 had waited a median of five weeks, down from over sixteen a year earlier, a sharp fall in a single year. The practical consequence is that if your slot does not suit you, moving it through GOV.UK is worth trying.
