What you need to know
British Columbia uses a Graduated Licensing Program (GLP) to bring new drivers along in stages. You pass the ICBC knowledge test to get a learner's licence (Class 7L), spend time practising with a supervisor, then pass a road test to move to the novice stage (Class 7N). After a clean period as a novice you earn a full licence.
While you hold an L, you must drive with a supervisor sitting beside you. The supervisor must be at least 25 years old and hold a valid licence that is not a learner's or novice licence. You must display a visible L sign on the vehicle, and novice drivers display an N sign.
Learners and novices must drive with a blood alcohol level of zero and must not drive with any drugs that impair them. They also may not use any electronic device, even a hands-free one, other than a GPS that is mounted and was set up before the trip. Extra GLP limits, such as passenger numbers and night hours, are changing on October 19, 2026, so always check ICBC's current page for them.

9. Why does the Graduated Licensing Program give new drivers a staged licence?

10. A novice driver receives a driving prohibition. How does this affect leaving the GLP?
Answer: You will need a longer prohibition-free period before you leave the GLP
Serious offences extend the time you must drive without a prohibition before you can move to a full licence. A clean record is what earns the exit from the GLP.

Questions people ask
- Do I need to pass the knowledge test before I can drive in BC?
- Yes. You must pass the ICBC knowledge test to get your learner's licence. You can only practise on the road once you hold the L and have a qualified supervisor beside you.
- Who can supervise a learner driver?
- A supervisor must be at least 25 years old, hold a valid licence that is not a learner's or novice licence, and sit in the front passenger seat. They must also be fit to drive, so no alcohol or impairing drugs.
- Can a new driver use a hands-free phone?
- No. GLP drivers may not use any hand-held or hands-free electronic device while driving. A mounted GPS that is set up before you leave is the main exception.
